Electronic IT Purchase Process

Michigan State University is committed to providing an accessible, usable, and integrated user experience. When purchasing Electronic Information Technology (EIT), units should understand the impact these purchases have on individuals with disabilities in and outside the university.  


EIT is information technology and any equipment or interconnected system or subsystem of equipment that is used in the creation, conversion, or duplication of data or information. 

The term electronic and information technology includes, but is not limited to:

  • telecommunications products
  • information kiosks and transaction machines
  • Internet and Intranet websites
  • web-delivered content
  • software
  • electronic books and electronic book reading systems
  • search engines and databases
  • multimedia
  • classroom technology
  • office equipment

Technology Purchasing Process

Purchasing facilitates web accessibility and security reviews on behalf of MSU IT in order to minimize security and data risks and maintain web accessibility compliance, as part of the purchasing process for both new products and renewals.

As part of the technology process, Purchasing passes on high-risk products and services to the security and/or accessibility review committees within MSU IT. The respective review committees perform a review and may follow up with university purchasers as needed for additional information or partnership in the purchase’s implementation based on the product or service, vendor/service provider, and what is discovered in their review. 

How it Works

1.  Complete the new EIT Readiness Worksheet and attach it to the purchasing requisition.*

2. Purchasing submits applicable products and services to the security and/or accessibility review committees within MSU IT. 

3. The respective committees perform a review and may follow up with university purchasers as needed for additional information or partnership in the purchase's implementation. 

4. Purchasing forwards all final reviews and recommendations to university purchasers.

*Please note that the EIT Readiness Worksheet must be attached to the requisition for the process to move forward.

Involve Purchasing Early

It is important to involve Purchasing early in product selection and renewals. This allows adequate time to conduct the reviews and implement any recommendations necessary to complete the purchase and maintain any project timelines.

Note that "free" software still constitutes a binding contract to the university. Please contact Purchasing before accepting any terms and conditions.
