UPS/FedEx Shipment Delays

Severe weather in Louisville, KY caused a significant disruption in operations at Worldport®, UPS's main hub in the United States. As a result, some shipments may experience unavoidable delays. FedEx is also experiencing weather-related shipment delays. Once they reach our dock, Logistics will move shipments to their final destinations as quickly as possible.

Moving Expense Update

The Tax Cuts and Jobs Act passed in December 2017 has changed the taxability of moving expense payments. Effective immediately, incoming faculty and staff who are provided with moving expenses paid by MSU will no longer be able to direct bill those expenses to the university.

Notice of Airgas Price Increases

Purchasing has been notified by Airgas of a 4% increase in all gas pricing, as well as the DEWAR rental, effective October 1, 2017. The increase will be charged on the initial cost of the gas but will not affect other daily cylinder or bulk rental fees.

Notice of Argon Gas Service Disruptions/Surcharges

Due to impacts from Hurricane Harvey, Airgas has informed Purchasing of service disruptions of argon gas cylinders. In addition, MSU customers will see a temporary surcharge as a result of having to ship via truck instead of rail. Click the title for more details.

New Moving Suppliers

Purchasing, who manages relocation contracts for moves of personnel, offices, and special equipment, has awarded contracts to three new suppliers: Oneida Solutions Group, Powell Moving and Relocation, and Stevens Worldwide Van Lines. The fourth supplier—B&J Moving and Storage—had their previous contract renewed.

August Gas Cylinder Rental Billing

Yesterday, University Services sent an incorrect August billing file (for July gas rental charges). A credit will be issued tonight and a new file will be submitted and processed in KFS within the next two business days. The credit description will read “Credit: August 2017 Gas Rental” and the new file will read “Correction: August 2017 Gas Rental.” Our apologies for any confusion this may have caused.

MSU Delays Implementation of New Federal Procurement Rules

Michigan State University will delay implementation of the new federal procurement rules found at 2 CFR Part 200, beginning with section 200.317, until July 1, 2018. MSU will continue to follow the federal procurement rules found in Office of Management and Budget (OMB) Circular A-110. This deferment is authorized in Federal Register notice Vol. 82 No. 94 published Wednesday May 17, 2017.

However, if you continue to experience temperature discomfort after contacting IPF, you can purchase low-wattage personal heaters to increase comfort in spaces that meet university temperature guidelines. Canada Post Announces Possible Labor Disruption

Mail Services is preparing for a possible service disruption as the Canada Post contract talks continue. The Canada Post and Canadian Union of Postal Workers have been in contract negotiations since late 2015 to reach a new agreement for about 50,000 workers.

Pcard Auto-Approve Days Changing

Beginning July 1, 2016, cardholders will have 14 days to approve their Pcard eDocs, after which the document will auto-approve. Fiscal officers will have 31 days—down from 38 days— to approve eDocs before they auto-approve. The existing PCDO cycle time of 45 days will remain the same.

Mail Services to Use IMpb

Effective October 12, 2015, Mail Services will process qualifying outgoing MSU packages using an Intelligent Mail package barcode (IMpb). The barcode contains detailed shipping information and data that can expedite package delivery and reduce costs on packages being shipped via USPS Priority Mail.

Campus Rollout Schedule

Mail Services is closing Mail Permit #21 at the East Lansing Post Office. The last day this permit can be used is December 1, 2015. A new MSU has a new Permit #249 and a Company Permit is now available.
